Did they sign contracts? It has been said this economic crisis would be a "terrible thing to waste" - it is an opportunity for change etc. But it opens the door for shadier financial types to take advantage. Maybe DPR is simply overextended & trying to figure out how to meet his commitments (or shelter the money before he claims bankruptcy!)
